The key 2013 change to Part L relates to the requirement to consider and analyse the use of high-efficiency alternative systems for new builds in Regulation 25A.
Effective immediately for new buildings to be occupied by public authorities and from 9 July 2013 for all other new buildings, the amendment states that before construction of a new building starts, the person who is to carry out the work must analyse and take into account the technical, environmental and economic feasibility of using high-efficiency alternative systems. These include:
Prior to work starting on site, the person carrying out the work must give their Building Control body a notice which states that the analysis of high-efficiency alternative systems has been undertaken and documented. The documentation must be available for inspection by the relevant Building Control body.
