Elena Lynch works at the Department for Levelling Up, Housing and Communities on the energy performance of new buildings, leading the policy team that delivered the recent Part L uplift in Dec 2021, and is now looking to deliver the Future Homes and Buildings Standards in 2025. Elena began her career in the charity sector before moving to the civil service to become a policy professional. Previous to working at the DLUHC Elena has worked in a range of Whitehall Departments including Transport, Health and the Ministry of Defence, leading teams to deliver policy ranging from mental health to aviation.

Chris has been Interim Programme Director, helping to set up the Hub and leading the work on the first project; “Interim Part L, the new Part O and the Future Homes Standard.“ He is Fellow of the Institute of Mechanical Engineers and is Chartered Environmentalist. He specialises in offsite construction and sustainability.

Peter was the lead technical advisor for the NHBC Foundation Climate Change project. He has over 35 years’ experience of carrying out and managing geotechnical and environmental advisory services. Peter has been involved in devising economic foundation solutions for various ground conditions, including shrinkable soils and fill, and has provided advice to the NHBC on the preparation of its practice notes 3 and 6. He has also worked with NHBC in developing its standard on hazard management, which covers geotechnical and contamination problems associated with new development.

Adrian Smith

Adrian acted as Project Manager and editor for the NHBC Foundation Climate Change project. Adrian has more 25 years’ experience across public and private sector delivering a broad range of infrastructure projects including energy, transport, and urban regeneration schemes. In his role as External Environment & Consents Lead for the Environment Agency’s PDU7 Region he promoted low carbon design as part of flood resilience business cases and is currently reviewing the integration of carbon assessment within RSK Geosciences projects as part of RSK’s Sustainability commitments.
